Some of the things that need to be done to complete a state
report
Find the septic tank (Manually or electronically)
Expose the service ports, 12 to 24 inches in diameter on top
of the tank, they are normally 2 to 5 feet below grade
Open service ports, do a water flow test to verify the drain
field is working normal (Add water to the tank for 30 minutes)
Check scum and sludge level
Pump and clean tank, wash down tank and look for defects
Feel free to call for cost of inspection
There are many other questions to be answered on the reports,
but these items above are the basic things to be done.

Transfer of Ownership
On July 1, 2006 all transfers of ownership will have to have
the tank pumped and cleaned prior to, this will be the only
way to inspect the system and is required by APP R18-9-A316
(C) (c). Currently Maricopa County Environmental Services is
handling septic permit transfers for systems that have been
installed after 2001. The ADEQ will process ownership changes
for systems installed prior to 2001.
